Core and work modes

The core defines the minimum shared instructions intended for every HeyAira agent and project. The modes describe work and reporting for a Bridge worker, Bridge verifier and local coordinator. The knowledge role writes and maintains the core and modes under the agent-instructions specification. The security role reviews changes before owner approval. Only an explicit owner decision permits changing status from proposed to approved and using these instructions. Approved by the owner on 2026-10-11 (PR #205). Approval does not by itself establish runtime delivery; HeyAira delivers these files once instructions v1 step 4 (task 30a02b80) is deployed. Procedures: see the skill index supplied by HeyAira.
