Add a skill through a PR that places its procedure in docs/agents/skills/<id>/SKILL.md. Request review from the security role before merging. Start the file with YAML frontmatter containing name (equal to the directory), a one-sentence description of at most 200 characters, trigger, output, owner, scope and status: active.
